        hardLevel - 0 <= hardLevel < hardLevelSize. The scoreLevel is hardLevel for hard levels and softLevel + hardLevelSize for soft levels.
        expectedWeight - the total weight for all matches of that 1 constraint
        solution - never null, the actual PlanningSolution
